Efficiency

Measures the strength/intensity a province produces with. Efficiency is applicable solely to annexed provinces; colonies and vassals have 100% efficiency by default. Every following annexed province produces 10% less resources compared with the previous one, that’s why, without Bureaucracy effect, the 11th annexed province has efficiency 0% (without considering province circle Bureaucracy Modifier), and every single province annexed after it is 10% less efficient, representing the respective negative value. Each Bureaucracy level raises the production efficiency by 5% without getting it above 100%. All second circle provinces have 20% efficiency penalty, and all third circle – 40%, so they require extra Bureaucracy levels.

Espionage

1. Infiltrating spies in an enemy Empire aiming to get a successful espionage report revealing the available resources and army in the respective province/colony. The more spies you have and the higher Espionage level you’ve researched, the bigger the chance* for controlling your enemies.

*NB! A 100% chance for successful espionage is guaranteed SOLELY if your Espionage 5 levels higher than the Counter-espionage level of the player you are spying on. All other cases in which your Espionage level is higher and your spies are more grant you a relatively big chance to succeed in receiving an espionage report, but since the chance cannot reach 100% unless there is 5 level difference between the intelligence researches, there is still a chance to fail.

For more information about how does espionage work click here.

2. A research which develops sovereign’s and his subjects' intelligence abilities. Increases the chance for a successful reception of a espionage report, as well as the chance for your army's composition in attack to remain unknown for the defender.

NB! Since a 100% chance for success is guaranteed SOLELY if there is a 5 level difference between the Espionage and Counter-espionage of the involved parties, bear in mind that the result you receive from the Espionage simulator might not correspond to result of your espionage/counter-espionage mission.
